will need to look at that increase in projected revenue to help us get to the needed levels. the increases that we are looking at are largely associated with the labor and negotiations that took place last year and the contracts that are in place for the next couple of years. so those are going to increase our salary and fringe benefit cost to a certain degree and we know last year at this time we discussed reducing the city order and we brought it down to $180,000 to $130,000 and we talked about reducing it further going forward to $120,000. at this point i am not going to recommend that we any lower than we are now. we had a work order with the city attorney for the last five years and the utilization has fluctuated over the last five years and that has depended on a lot of factors and it has to do with the caseload and the volume of the cases and the length of board meetings and the hours that the city attorney has to sit with us and the complexity and uniqueness of the cases and the number of new board members that come on and increase of on boarding those members and also changes in t
. approval of the special use district violates the conformity requirement of state law. the proposal to adopt the so-called special use district, the one parcel of land is for the express purpose which is to grant the owner an exemption from numerous zoning rules is in essence a variance. as such, the city must comply with the procedures and make the substantive findings required by state and city law for approving a variance, which this proposal fails to do. the pagoda theater site is obviously much better than the columbus avenue extraction. we have worked and supported. our neighborhood merchants and neighbors not disrupting the business community for over a year or two. we also have a strong feeling that the pagoda site's $9 million expenditure to extract tbms which have salvage value at most 4.4 to $6 million is illogical. by not even extracting the machines at the pagoda, by varying the machines as has been done in new york city, in brisbane, australia, in the tunnel in the english channel, where machines are either lowered below tunnels or shifted to the side or [speaker not u

and i appreciate you fitting us in here, so they have a point by point analysis of what they found to be troubling, and in most case its wasn't the citizen's general obligation bond oversight committee to respond. it was the controller's office to respond. there were a few points that we had to respond to and one had to do with the frequency of meeting and where the whistle blower program was on the website and how available it was, and also how do we oversee it? what level of depth do we get and that's when we had discussions having to do with the privacy because if you don't feel you're anonymous you will definitely not come forward as a whistle blower versus the need for us to get more detail we were getting prior to that, so all of that, the civil grand jury member was certainly a part of that discussion, but the decision and the -- i wrote the report, and the decision was made by the entire committee. >> just a final question in terms of the staffing of this nine member body because you you're all volunteers, and we appreciate all the time that you put into it, so is there a

fund. and then the use of the general re serve of 32.2 million. we are assuming you will need to use all of that reserve in order to balance the budget. and then the deposits to reserves, because of our increases to revenue, amount to 11 million. so, that brings us to a projected fund balance estimate of 174 million. as i mentioned before, 103 million of that was already committed to the year two. and the replenishment of the general re serve that we will be using this year needs to be incorporated in next year's budget, leaving us with a projected surplus of $38 million. so, the next slide provides you with a summary of our major tax revenue in the city and it shows you where the bulk of that surplus 72 million come from. and that is property transfer taxes, about $21 million over the budget as we are taking a look at the cash we've received thus far and estimating how much additional property tax revenue we will get for the reminder of the year. our second-largest is -- yes. >> if we can go back to the previous slide, the projected surplus, 38.3 million, how does that relate to the

[speaker not understood] operates 11 hotels in the city and it's spread throughout the neighborhoods as well in downtown san francisco. we support over 800 jobs, local jobs in the city as well. some of our hotels include the [speaker not understood] in japantown, the hotel rex, carlton, laurel lynn at laurel heights, [speaker not understood]. what's wonderful about this initiative is that we know that many of our downtown hotels benefit whenever there is a convention in the city. and what happens is that it creates compression and the business that would otherwise go to this hotels in the city also are spread throughout the neighborhoods such as the laurel and the kabuki and natoma that normally would not get that demand. but whenever there is a convention in the city, we get that compression and the demand. because of these benefits, yo

streets but it gives us an additional tool to address the issues related to over night parking of large vehicles on a focused location specific basis. these -- some of these locations have resulted in some negative impacts from parking over night vehicles -- over night large sized vehicles and that's what we're attempting to address. i also want to refresh your memory. we did a sampling of the neighborhoods in the city prior to the legislation being considered and over 450 type of vehicles that far in this classification we found that 42% of them were motor homes but more importantly over 50% of them consist of trucks and buss and trailers so this legislation will also capture those types of vehicles and it's very important because i think a lot of our -- the concerns that we received from the neighborhoods were for those vehicles being warehoused on the city streets, and from our survey we also found those vehicles that are out on the street that we sample 60% of them actually were registered with san francisco addresses, and of those only 20% are within 1/4 mile of where they're reg

use and rezonings. that didn't prove to be economically feasible. silver leathers came before the commission. however, this is the first one by mr. campos, my client, and i was at the commission in 2009 when you approved this 6 to 1 with dozens of community members supporting it in 2009. unfortunately, as you know in that period, the econ kind of fell apart and financing and so did equity. and when you approved, it was not a good time to get financing and start construction. * economy now the aloe am -- economy has come back, lending is available. the client is ready to go forward and start with all the final permitting when the city claim to the client a few months ago and asked that his construction be delayed by reason of using the site for up to two years for removing the boring equipment. and since then my client has agreed to delay his construction. and there are some risks. however, it seems like it's what's best for the city and the neighborhood, and was willing to come back before you and is today on essentially the same project. but instead of a demolition -- excus
